Cory Belfon, Permanent Secretary (Ag.), Ministry of Digital Transformation

Cory Belfon stands at the forefront of a variety of technology industry trends: digital transformation, artificial intelligence and cloud services. He assumed the role of Deputy Permanent Secretary at the Ministry of Digital Transformation in January 2023, having spent the past fourteen years leading transformative projects across various industries. His most recent experience was at the Ministry of Education, where he conceptualised and implemented the strategic ICT vision for the Ministry, and internal and external engagement stakeholder platforms. He is committed to the successful implementation of the MDT’s mandate which will introduce compelling digital experiences to our country and enhance the quality of life for all our citizens. In his words, “Onwards and Upwards!”

Ms. Sally Wentworth, President & Chief Executive Officer, Internet Society & Internet Society Foundation

Sally Wentworth is the President and Chief Executive Officer of the Internet Society and Internet Society Foundation, leading both organizations in building and protecting an Internet for everyone. Passionate about the Internet as a resource for social and economic development, and with her people-first approach, she engages with the community on critical issues affecting the Internet and showcases the life-changing impact the organizations’ work has on people across the world.

Since joining the Internet Society in 2009, Sally has focused on building coalitions among developed and developing countries and Internet stakeholders and leading the Internet Society’s work in the development, engagement, and promotion of global public policies that support and enable a globally connected Internet. Sally is particularly passionate about building bridges between Internet technical experts and policymakers.

Sally came to the Internet Society from the White House Office of Science and Technology Policy, where she served as Assistant Director for Telecommunications and Information Policy from 2007-2009. There, she represented and advised senior officials and built multi-agency consensus around complex technical and regulatory Internet policies. She had responsibility for the government-wide coordination and implementation of policies related to Internet governance, cybersecurity, telecommunications policy, intellectual property and patent reform, privacy, and other information technology policies.

From 1999-2007, Sally served as the Economic Bureau Foreign Affairs Officer at the U.S. Department of State. As a policy advisor on Internet policy issues, she organized international public diplomacy campaigns and advised senior diplomats on complex negotiations on technology issues. She represented the U.S. on a wide range of foreign policy and technology issues in dozens of international negotiations, including for the UN World Summit on the Information Society (WSIS), the Asia Pacific Economic Cooperation (APEC), and the Organization for Economic Cooperation and Development (OECD). Sally joined the State Department in 1999 as a Presidential Management Fellow.

Sally holds an M.A. in International Political Economy from the Claremont Graduate University (Claremont, California) and a B.A. in Political Science from Westmont College (Santa Barbara, California). She is based in Dayton, Ohio (United States).

  

John Outridge, Chief Executive Officer, Trinidad and Tobago International Finance Centre (TTIFC)

John is currently the Chief Executive Officer of the Trinidad and Tobago International Finance Centre and is responsible for leading the company as it executes its mandate of driving digital financial services adoption across all sectors so Trinidad & Tobago can become a premier location for FinTech-enabled services and maintain its position as the Financial Hub of the region.

He has over 10 years of senior management experience and has worked for firms such as EY, and Price Waterhouse Coopers (PWC). He has supported both public and private sector institutions with strategic guidance, fintech strategies as well as the modernisation of public financial management systems for various Governments throughout the region.

During his career, Mr. Outridge has amassed a wealth of expertise and experience in the areas such as -but not limited to – Digital Transformation, Payment Systems & Electronic Funds Transfer Implementation, and Strategy and Digital Operating Model Design for state enterprises and financial services organisations.

He holds a Master of Small and Medium Enterprise Management (distinction) from the Arthur Lok Jack Graduate School of Business, Diploma from The University of Cambridge Fintech & Regulatory Innovation program, Diploma in Governance and Public Innovation for Leaders of Latin America and the Caribbean from The University of the West Indies, Cave Hill School of Business, and lectures on programmes relating to digital and technology management for the University of Bedfordshire.

John is also the Deputy Chair of the American Chamber of Commerce (AMCHAMTT), Digital Transformation subcommittee. This committee is focused on supporting national policy development for Trinidad and Tobago as it relates to enabling technology to facilitate both the ease of doing business as well as enhancing citizen service delivery.

Mr. Javed Sajad, Artificial Intelligence Legal and Policy Consultant, LACNIC

Javed Sajad is a Legal Consultant and AI governance expert with over a decade of experience in technology law, international compliance, policy and strategy development. He has successfully advised governments, corporations, and international organizations on AI safety, data protection, cyber law, human rights and technology ensuring alignment with global standards and regulations. Javed’s expertise bridges the gap between technology and policy, fostering responsible innovation and ethical adoption. His global contributions include advising on AI regulatory frameworks, data privacy strategies for AI, and AI regulatory sandbox, underpinned by a distinguished academic foundation in law and cutting-edge certifications in AI policy, and cybersecurity.

Ajmal Nazir, Director, TTMAG

Ajmal Nazir is a renowned cybersecurity expert with over three decades of industry experience, celebrated for his profound contributions to cybersecurity, governance, and digital transformation. His extensive expertise and leadership have earned him a place on the board of directors for the ISC2 Caribbean Chapter, where he plays a pivotal role in advancing cybersecurity initiatives across the region.

Ajmal began his career with a degree in Information Systems Engineering, which launched him into the heart of London’s financial district, working for leading investment banks. He later transitioned into the networking and ISP sectors, building a strong foundation for his specialization in cybersecurity. As Chief Technology Officer at Green Dot, a major telecom provider in the Caribbean, Ajmal was instrumental in developing and implementing advanced security frameworks that utilized cutting-edge RF communication and broadcast technologies.

Ajmal is highly certified, holding credentials such as CISSP, CISM, ISO 27001 Lead Implementer and Auditor, COBIT Design and Implementation, and multiple MiTRE ATT&CK certifications. These qualifications highlight his commitment to maintaining the highest standards of cybersecurity and compliance. His expertise extends to modern software development and AI integration, enabling him to design and implement advanced security solutions while driving efficient digital transformation strategies.

Beyond his technical achievements, Ajmal is a passionate advocate for ICT advancement in the Caribbean. He actively collaborates with regulators, such as the Telecommunications Authority of Trinidad and Tobago (TATT), and serves as Acting Chairman of the Trinidad and Tobago Internet Exchange (TTIX) and a director of the Trinidad and Tobago Multistakeholder Advisory Group (TTMAG). His work in these roles has significantly contributed to enhancing internet infrastructure and technology adoption in the region.

Ajmal Nazir’s depth of knowledge, leadership, and dedication make him a leading voice in the cybersecurity field. His efforts not only strengthen cybersecurity practices but also drive innovation and technological growth across the Caribbean.

Dr. Andrew Hunte, Chairman, National Institute of Higher Education, Research, Science and Technology (NIHERST)

Dr. Andrew Hunte heads the School of Humanities and Education and is a Lecturer of Mathematics and Mathematics Education at the Five Island Campus – U.W.I. He is also a former Assistant Professor of Mathematics and Programme Leader for Foundations and Prior Learning at the University of Trinidad and Tobago. He holds a BSc and MPhil in Mathematics from the University of the West Indies (UWI); a MSc. in Mathematics and PhD in Curriculum and Instruction of Mathematics from the University of Illinois Urbana Champaign (UIUC).

Dr. Hunte is a Fulbright scholar and serves as an Assistant Chief Examiner of Additional Mathematics (CSEC) at the Caribbean Examination Council. Currently, he also serves as an Associate Editor of the Caribbean Educational Research Journal (CERJ) based at UWI, Cave Hill Campus.

Dr. Hunte has over twenty (20) years’ experience teaching at the tertiary level in the US and Trinidad and Tobago and has presented his research at several international mathematics education conferences such as the Psychology of Mathematics Education North American Chapter (PMENA), International Congress of Mathematics Education (ICME) and the American Education Researchers Association (AERA). He has received several international awards for his research and excellence in teaching.

Dr. Lev Gonick, Chief Information Officer, Arizona State University

Lev Gonick is an educator, technologist, and smart city architect. He has been teaching, working, and living on the Net for more than 25 years.

Lev Gonick is Enterprise Chief Information Officer at Arizona State University. Enterprise Technology at ASU leads the design and agile management of all enterprise infrastructure, applications, products, services and analytics. Lev also chairs the Sun Corridor Network, Arizona’s Research and Education Network.

In 2023, Lev has been recognized by the ORBIE Awards as Arizona’s top large Enterprise CIO. In 2022, EdScoop named him as a Top 50 Educational Technology influencers and leaders.

Before joining ASU in 2017, Lev Gonick was co-founder and CEO of DigitalC, the award-winning non-profit organization enabling and celebrating innovation, collaboration, and productivity through next generation broadband networks, big open data solutions, and IoT for public benefit

Lev was CIO at Case Western Reserve University from 2001-2013. He and his colleagues were internationally recognized for technology innovations in community engagement, learning spaces, and next generation network projects. Lev’s innovations, including the Case Connection Zone catalyzed national projects, including US Ignite and Gig.

Inside Business Magazine named Lev one of their Power 100 in 2015. In 2011 Government Technology awarded Lev one of their “Top 25 Doers, Dreamers & Drivers in Public-Sector Innovation.”​ In the same year Crain’s Business Cleveland named Gonick one its “10 Difference Makers”​ in Northeast Ohio and Broadband Properties honored him with their Cornerstone Award for “using fiber to build an inclusive society and empower individuals.”​ In 2010 he received recognition as “Visionary of the Year” from NATOA. Lev has been recognized by ComputerWorld as a Premier 100 IT leader and honored by CIO magazine with a CIO 100 Award.

Ian T. Alleyne, Founder, Paywise

Ian T Alleyne is the founder of PayWise Limited, a licenced Electronic Money Issuer. Prior to starting the company, he worked for nine years in IT industry. Subsequently, he pursued a Master’s in Business Administration and thereafter worked for 13 years in the finance and banking sector. In 2009, he became a lecturer at The University of Trinidad and Tobago teaching business and entrepreneurial courses.

In 2013, he started PayWise to provide cash payment services to small businesses. In 2022, PayWise became the first company to be granted an Electronic Money Issuer licence by the Central Bank of Trinidad and Tobago. Shortly after, PayWise launched its mobile wallet app.

The vision of PayWise is to improve financial inclusion using innovative digital solutions that are safe, affordable and convenient.

Shiva Bissessar, Managing Director, Pinaka Consulting Ltd.

With a background in Strategic ICT and Information Security, Shiva pioneered digital currency research and retail CBDC implementation in the Caribbean.  His work in fintech began with M.Sc. thesis tracing Bitcoin transaction flows in 2013. He later conducted socio economic research into the advent of digital currency in the Caribbean, as published by the United Nations in 2016. He served as Programme Manager and strategic advisor on the ECCB’s retail CDBC pilot project, DCash, from 2019 to 2024 overseeing the entire execution of the programme of activities to develop, test, deploy and turning down the solution.  In 2023, he led a 9-month research project, performing technical mapping of illicit virtual asset usage within 15 Caribbean states which included review of VA and VASP legislation and regulation. He currently serves on the Trinidad and Tobago National Risk Assessment – Virtual Asset and VASPs.

Dr. Letetia Addison, Adjunct Lecturer, School of Science Computing and Artificial Intelligence, UWI

Dr. Letetia (pronounced Le-tee-see-ya) Addison holds a Ph.D. in Mathematics and is an award-winning lecturer, statistician, and researcher at The University of the West Indies (UWI), with over a decade of experience, currently teaching at both the St. Augustine and Five Islands Campuses.

Leading her team, Dr. Addison spearheaded the AI4SIDS proposal for an AI-driven platform for climate resilience for Small Island Developing States, which won the 2024 AI Innovation Grand Challenge at COP29. She also led the 2022 Growth and Resilience Climate Data Challenge, developing a flood risk prediction prototype for the OECS. A Senior Fellow of Advance HE and recipient of the UWI/Guardian Premium Teaching Award (2024), she champions diversity and data literacy as the Women in Data Science Trinidad and Tobago Ambassador.As the leader of an AI in Climate Research Cluster within the TTLAB Data Science Group, Dr. Addison drives innovation at the intersection of AI, data science, and sustainability. Her work focuses on developing data-driven solutions for climate resilience and disaster risk prediction, establishing her as a leader in applying AI for sustainable development.

Mr. Rodney Taylor, Secretary-General, Caribbean Telecommunications Union

Mr. Rodney Taylor was appointed Secretary-General of the Caribbean Telecommunications Union (CTU) on March 1, 2021. Prior to this, he held senior positions in the Government of Barbados, serving as the Chief Digital Technology Officer at Barbados’ Ministry of Industry, Innovation, Science and Technology(MIST) where he led the nation’s digital transformation, focusing on enhancing public sector service delivery through strategic innovation, science, and SMART technology applications. Additionally, Mr. Taylor served as the Head of the Information Systems Unit at Barbados’ Ministry of Foreign Affairs and Foreign Trade, where he oversaw operations at both local and overseas missions. With over 25 years of professional experience in the Public Sector, Mr. Taylor currently supports collaboration amongst Caribbean Governments and other ICT Stakeholders in shaping regional ICT policies and in implementation of national strategies. Mr. Taylor currently chairs the International Telecommunication Union’s Informal Expert Group for the World Telecommunication/ICT Policy Forum 2026 (IEG-WTPF). Recognised as an authority on Technology and Internet Governance, Mr. Taylor holds a Masters in Management and Information Systems and a Post-graduate Diploma in Public Sector Management.

Dr. Pablo Rodriguez, Executive Vice President Gauss Research Laboratory Inc.; and GRC Member

Dr. Pablo Rodríguez serves as the Director of the Graduate School at EDP University, Hato Rey Campus. His multidisciplinary academic background includes a Bachelor’s degree in Biology from the City University of New York (CUNY), an MBA in Technology Management from the University of Phoenix, and a Doctorate in Management with a specialization in Organizational Leadership and Information Systems Technology from the same institution. With over 25 years of professional experience in Cloud Computing Operations, Dr. Rodríguez specializes in customer service, product development, and strategic management, working with telecom clients and providers globally. He also serves as the Executive Vice President of Puerto Rico Top Level Domain (.pr), where he oversees the creation and implementation of commercial policies and best practices. His leadership ensures the delivery of mission-critical services, risk mitigation, and business continuity, advancing technological innovation and operational excellence in Puerto Rico.

Dr. Patrick Hosein, TTNIC

Patrick attended the Massachusetts Institute of Technology (MIT) where he obtained five degrees including a PhD in Electrical Engineering and Computer Science. He has worked at Bose Corporation, Bell Laboratories, AT&T Laboratories, Ericsson and Huawei. He has published extensively with over 200 refereed journal and conference publications. He holds 41 granted patents in the areas of telecommunications and wireless technologies. He was nominated for the Ericsson Inventor of the Year award in 2004, was the Huawei US Wireless Research Employee of the year for 2007, is a 2015 Anthony Sabga Caribbean Laureate for Science and Technology is a National Geographic Explorer and is a recipient of the Order of the Republic of Trinidad and Tobago award for 2024. Patrick is presently the administrative and technical contact for the TT top level domain, CEO of the TTNIC and Professor of Electrical and Computer Engineering at the University of the West Indies.

Mr. Leendert Pengel, Curacao

After completing bachelor’s degree at University of Curaçao (former University of Netherlands Antilles, completed Master’s degree at Eindhoven Technical University in The Netherlands (Information Technology). Worked for 6 years in private sector in computer networking, started at University of Curaçao (former UNA) in 1998 as ICT Manager and in 2016 continued as Manager Center for Digital Learning working with Faculty on implementing technology in Education and online course delivery. Delegated.
Since 2011 by the Curaçao government as .CW Registry Curaçao Admin. Between 2020-2021 during initial COVID era worked with Caribbean Centre for Educational Planning (CCEP), UNESCO and Blackboard Academy as Master Trainer in the scale-up training of 10,000 teachers from across the Caribbean. Still combining several responsibilities in education combined with technology in good faith for the community of Curaçao and beyond.

Tracy Hackshaw, Director, TTMAG

Tracy Hackshaw is an ICT & Digital Economy Strategist and is currently based in Switzerland in the United Nations system where he is leading the implementation of a major global sectoral Digital Transformation & Cyber Resilience initiative.
He possesses twenty-five (25) years’ local, regional and international experience spanning work in the public and private sectors where he has been integrally involved in the design and implementation of several globally recognized award-winning initiatives such as SurePay, ttconnect, TTBizLink, and Star.tt

Tracy has represented Trinidad & Tobago in various international forums, including at the 2016 G77 Meeting of Experts on ICTs and Sustainable Development for South-South Cooperation, the Executive Management Committee of the Commonwealth Cybercrime Initiative, a two-year term as Vice Chair of ICANN’s Governmental Advisory Committee (GAC), and co-chairing the Dynamic Coalition on Small Island Developing States (SIDS) in the Internet Economy at the United Nations Internet Governance Forum

With respect to his ICANN volunteer work, following his two year term as Vice Chair of the GAC, he was asked to Co-Chair the GAC Under-served Regions Working Group focusing on capacity building within developing and emerging economies primarily in the Africa, Caribbean and Pacific regions, and to take the Lead on the GAC Technology Task Force, charged with the redevelopment and redeployment of the GAC’s website on a new ICANN web platform. He also responded to the call to participate as a Community Mentor in ICANN’s Pilot Community Onboarding Program, a role which he performed from ICANN 55 through to ICANN 59, handing over the Mentorship mantle to his graduating, fully onboarded mentee at the end of the Johannesburg meeting. In 2018, he was selected to serve as the Latin American and Caribbean Regional At Large member on the 2019 ICANN Nominating Committee and in 2019, he was selected to serve a second term on the 2020 ICANN Nominating Committee. In September 2019 he was selected by the ICANN Board to serve as Chair-Elect of the 2021 ICANN Nominating Committee.
In addition to professional leadership roles in the Government of the Republic of Trinidad and Tobago Ministries of Science & Technology, Public Administration and Planning & Development and iGovTT, among several other entities and organisations, Tracy has conducted Academic Teaching and Research work at the DiploFoundation/University of Malta, where he is currently a member of their Teaching and Research Faculty and at The University of the West Indies, where he received a 1st Class Honours Degree in Sociology & Psychology in 1996. Since graduation, he has continued his postgraduate learning path at Royal Holloway College, University of London, at the National University of Singapore (e-Government Leadership Centre, Institute of Systems Science), and in 2019, after completing further studies in Entrepreneurship and Small & Medium Enterprise Management at the Arthur Lok Jack Global School of Business, achieved a Masters in Small & Medium Enterprise Management with Distinction.
As Director of the Trinidad & Tobago Multistakeholder Advisory Group, he played an integral role in convening the inaugural Trinidad & Tobago Internet Governance Forum in January 2017 and has continued in this role right through to the most recent TTIGF held in January 2022. Tracy is the founding Vice Chair of the Internet Society Trinidad & Tobago Chapter and was elected its Chair for the 2017-19 term. In 2018, the Chapter was awarded the rights to implement the global Cybersecurity awareness campaign STOP.THINK.CONNECT™ in Trinidad and Tobago.

Albert Daniels, Stakeholder Engagement Sr. Manager – Caribbean

Albert joined ICANN in 2013. He is located in Saint Lucia and is a member of ICANN’s Global Stakeholder Engagement team for Latin America and the Caribbean. As the ICANN Senior Manager for Stakeholder Engagement for the Caribbean, Albert leads engagement in 32 Caribbean Territories and also leads specialized projects in the ICANN Latin American and Caribbean Regional Strategy. Albert’s responsibilities include developing and executing the organization’s strategic and tactical objectives in the Caribbean region.

Prior to working at ICANN, Albert served as an Information Systems, and Information Security Auditor; ICT Consultant at Creative Technology Solutions Limited (CTSL). He also held the position of Regional IT Manager at KPMG Eastern Caribbean, and Accounts Supervisor/IT Trainer/Group IT Director at the CHL Group in Saint Lucia. Albert served on several national Boards in Saint Lucia, and has broad internet and technology related experience having personally introduced the Internet to Saint Lucia in 1993. He has attended many ICANN meetings; and has been involved in the ICANN Fellowship program as one of the first fellows in 2007 and also as a fellowship mentor. Albert holds a Bachelors of Business Administration in Information Technology and also specialized in Project Management at the University of Cambridge; he also holds several professional and industry certifications. Albert is fluent in English and conversant in Spanish, French, Norwegian and French Creole.
